    A. Victor Rawl focuses his legal practice on Mediation and Alternative Dispute Resolution and General Litigation. He is a retired 9th Circuit Court Judge and currently serves as chairman of the Charleston County Council. As a Circuit Court Judge from 1991 to 2003, he presided over thousands of Criminal and Civil Court cases throughout the State of South Carolina.

    Victor was elected to the Charleston County Council in 2008. His primary concerns on Council are road works, public transit, responsible development, public safety, waste management, and the responsible use of public funds. On council he has worked on recycling issues and voted to install solar panels on the Charleston County Jail to reduce energy costs. He currently sits on the Finance, Planning/Public Works, Public Safety/Health, and Economic Development committees. He is a member of the CARTA board, Charleston County Aviation Authority and Charleston Regional Development Alliance.

    Victor was also elected to the South Carolina House of Representatives four times and served from 1977 to 1978 and from 1980 to 1986, for a total of eight years. From 1980 to 1986 Victor worked on the State Reorganization Commission, S.C. Housing Authority, and S.C. Prison Overcrowding Project. He also served on the Workers Compensation Commission for four years deciding worker's compensation cases.

    He was an officer in the S.C. National Guard for twenty-six years. He rose to the rank of Lt. Colonel, serving as a Judge Advocate. He was in private law practice 1973 to 1986, and he worked as a criminal prosecutor in 1976.

    Victor earned his law degree from the University of South Carolina School of Law and his undergraduate degree from the College of Charleston.
