This article explores hostile work environment claims in the public sector, such as in jails, prisons, and mental health facilities, where the problems for government entities trying to limit or prevent hostile work environments are exacerbated by the constitutional limits on punishments and security requirements. Ms. Moon touches on the importance of reducing harassment and finding ways to measure its reduction.
